A New Hampshire committee is asking the House to repeal the state's 15-month-old same sex marriage law and replace it with civil unions for any unmarried adults including relatives. The Associated Press is reporting that the Judiciary Committee voted 11-6 Tuesday to recommend repealing the same sex marriage law and establishing civil unions for any unmarried adults competent to enter into a contract. The bill is not the same civil unions law that was in effect before gays and lesbians were allowed to marry. That law granted gays all the rights and responsibilities of marriage except in name. The Legislature changed that to legalize same sex marriage. State Rep. David Bates, the bill's sponsor, said there is no reason to limit civil unions and the legal protections they provide solely to same-sex couples or speculate on the unions' sexual nature.
A fight during which an on-duty Fort Worth police officer was reportedly assaulted occurred outside The Rainbow Lounge and not inside the club, police said Tuesday. The Fort Worth Star-Telegram reports that two carloads of people had apparently arrived outside the bar, south of downtown Fort Worth, around closing time to pick up people who had been inside, said Officer Kellie Whitehead, a police department liaison to the gay community. People from those vehicles got into an altercation, so the bar owner called 911, she said. "There were a whole bunch of people out there arguing," Whitehead said. One person punched one of the officers who responded to the call, according to reports. A 22-year-old man was taken into custody and accused of assaulting a public servant. Four men were arrested and accused of offenses ranging from public intoxication to resisting arrest, according to the reports. The bar was the scene of a controversial inspection two years ago by Fort Worth police and agents with the Texas Alcoholic Beverage Commission.
Children growing up in lesbian, gay, bisexual and transgender families are more likely to live in poverty and may be denied legal ties to one of their parents, a report released on Tuesday showed. Reuters is reporting that a lack of federal recognition of same sex marriages means such families face higher tax burdens and unequal access to health insurance and government safety net programs, said the report entitled "All Children Matter: How Legal and Social Inequalities Hurt LGBT Families." The report was released online and authored by groups advocating for gay rights including Movement Advancement Project, Family Equality Council and Center for American Progress. "The reality is if you look at today's modern families, they come in all shapes and sizes," said Jennifer Chrisler, executive director of Family Equality Council, adding that "The laws and policies we have in place haven't kept pace with that changing reality.” An estimated two million children are being raised in such households, the report said. They live in 96 percent of U.S. counties in racially and ethnically diverse families, it said. Their children are as happy, healthy and well-adjusted as their peers raised by heterosexual parents, it said. But such families are more likely to live in poverty than married heterosexual households, the report said. In 31 states, it is very challenging for same sex parents to establish legal ties for their children to both parents, Chrisler said. Therefore a child could be left vulnerable if a parent dies or the relationship dissolves. The report detailed more than 100 state and federal policy recommendations, including ensuring access to health insurance and care, educating doctors and schools about gay, lesbian, bisexual and transgender families and revising medical decision-making laws. It also highlighted legalization and federal recognition of same-sex marriage as an important step to protecting children raised in those homes. Maggie Gallagher, a co-founder of the National Organization for Marriage, which opposes legalization of same sex marriage, said a change in the federal marriage law would not better protect children. Marriage between a man and woman best protects children by having a mother and father in the same family, she said.
