A study conducted by the Human Rights Campaign has found that almost half of the seventeen Washington, D.C. area hospitals do not expressly include “sexual orientation” or gender identity” in their patient’s bill of rights or in their non-discrimination policies. The report arrives after President Obama mandated that all qualifying federal hospitals afford gay men and women protection regarding visitation and decision making rights. Tom Sullivan, co-author of the report, suggests that there exists evidence that gay men and women will delay seeking health care because of a perception that they will face discrimination, Sullivan saying “when (health care facilities) are inclusive, people seek health care in a timely manner, and to us, that’s just good health care policy.”
For the first time, the United States Department of Housing and Urban Development will require that grant applicants seeking HUD funding to comply with state and local anti-discrimination law that protect lesbian, gay, bisexual, and transgender individuals. HUD Secretary Shaun Donavan said “we are using every avenue to shut the door against discrimination. Today, we take an important step to insist that those who seek federal funding must demonstrate that they are meeting local and state civil laws that prohibit discrimination based on sexual orientation or gender identity.”
