The United States Navy Wednesday said its own leaders were at fault, failing to fully investigate hazing allegations against a gay sailor at a unit stationed in Bahrain. Joseph Roca, who in 2007 left the Navy, voluntarily disclosing he was gay, thereby violating the military ban on gays serving openly, alleges that during one reported hazing incident he was tied to a chair, left inside a dog kennel, hosed down while in uniform, then forced to simulate performing oral sex on another sailor. The unit’s former leader, Michael Toussaint, is to appear at a retirement grade determination board on February 4th.
